The FMC said Spain in 2024 refused to berthing for three U.S. vessels on their grounds cargo was related to Israel’s war in Gaza; after an investigation the agency found Spain’s actions disadvantaged U.S.-flagged ships. Proposed import curbs would target olive oil—Spain’s largest export to the U.S.—and cosmetics, other oils and ceramics. The measures are not yet effective and are subject to a 60-day public comment period.
