The State Administration for Market Regulation, Cyberspace Administration of China, Ministry of Culture and Tourism, Ministry of Education, Ministry of Public Security, MOFCOM and the National Radio and Television Administration jointly issued the Advertising Industry Development '15th Five-Year Plan'. The plan targets about 10% annual growth in advertising industry size through 2030, calls for sustained improvement in operator quality, increased R&D and creativity investment, and marked upgrades in digital and intelligent capabilities. It directs advertising to more strongly support industrial upgrading and consumption, advance brand globalization, deepen integration among large, medium and small firms and upstream‑downstream industry cooperation, and push for breakthroughs in regional coordinated development. The plan also seeks a step‑up in ad quality—highlighting culturally confident, China‑story creative work—improved public‑service ad creation and distribution mechanisms, and further refinement of advertising laws and enforcement to raise public satisfaction.
