The six‑part, 19‑article document is effective on publication. Shiyan is the first third‑/fourth‑tier city to publish Aug. 28 policy implementation rules and the ninth city nationwide. China Index Academy said Shiyan’s details introduce several new measures versus earlier city rules, notably on treatment of ongoing construction projects, standards for public‑facility allocations, and timing of individual mortgages disbursements, indicating localized variations in implementation.
