On Oct 24, Suzhou's Housing and Urban‑Rural Development Bureau, Natural
Resources and Planning Bureau and the Suzhou branch of the National
Administration of Financial Regulation issued implementation guidance to apply
the national notice on improving the commodity housing sales system (Jianfanggui
[2026] No. 3). The guidance mandates that commodity-housing projects on land
newly granted from Aug 28, 2026, should prioritize completed-unit sales;
deposits for completed-unit sales should, in principle, not exceed 3% of the
total purchase price. This is Jiangsu's first implementation opinion under the
8/28 policy.
