On Oct. 23 the State-owned Assets Supervision and Administration Commission
(SASAC) held a central study session and instructed SOEs to align roles with
new-era priorities and accelerate high-quality development. SASAC called for
full implementation of the new development concept, optimization of the
state-sector footprint, intensified R&D on key core technologies to boost SOE
core functions and competitiveness, and stronger strategic support from the
state sector. It urged rapid advancement and firm implementation of deeper SOE
reforms to remove institutional barriers to high-quality enterprise development.
SASAC also pushed to raise regulatory effectiveness by transforming oversight
methods, accelerating penetrating supervision, improving the legal and
institutional framework for state-asset supervision, and integrating supervisory
channels to enhance professionalism, systemization, rule-of-law and efficiency.
The commission reaffirmed Party leadership and deeper integration of Party
building with business operations as a governance priority.
