The guidance mandates that commodity-housing projects on land newly granted from Aug 28, 2026, should prioritize completed-unit sales; deposits for completed-unit sales should, in principle, not exceed 3% of the total purchase price. This is Jiangsu's first implementation opinion under the 8/28 policy.
