The Russian Defense Ministry said on Wednesday its forces struck two powers
plants in Ukraine’s Kyiv and Zhytomyr regions. Russia has been striking
Ukrainian energy infrastructure almost daily as temperatures fall. The strikes
also hit a cargo ship off Odesa. The previous day’s missile and drone attacks
caused widespread outages. The attacks occurred while U.S.-mediated peace talks
Ukraine’s emergency services and local officials were due to resume in a week.
