China will launch a package of employment measures, the State Council Information Office said at an Oct 10 press briefing on the “Starting the 15th Five-Year Plan” series. Measures include an action to adapt employment to artificial intelligence development; the “Skills Illuminate Futures” vocational training initiative; a migrant-worker employment promotion program; expansion of high-quality public employment services; and a “HR services+” integrated development drive.

Chongqing and Sichuan governments issued a metropolitan-area implementation plan targeting at least 3.6 trillion yuan GDP and an urban population above 20 million by 2030. The plan prioritizes a rail-centric metropolitan network with 75% of residents within one-hour commutes and lower average commuting time and cost, stronger industrial collaboration and tech‑industry co‑innovation, and raising local supplier coverage for the "Chongqing-made" auto cluster above 70%. It also calls for shared education, healthcare and employment services, narrowing the urban‑to‑rural per capita disposable income ratio to about 2.1:1, deeper separation of economic and administrative regions, accelerated Guang'an–Chongqing cross‑province integration, and functional integration of surrounding cities with the central city.

China's Ministry of Education held an on-site AI-for-teacher development conference in Beijing, launching an upgraded Teacher Development Center on the National Smart Education Platform and initiating nationwide, full-coverage AI literacy training for teachers. The new center includes an AI literacy zone that integrates AI learning resources, intelligent tools and professional learning communities to support both self-directed study and compulsory training. The first course used immersive, scenario-based demonstrations by frontline teachers, principals and education bureau chiefs showing AI across the full teaching chain—pre-class, in-class and post-class—for lesson preparation, classroom instruction, student assessment, pedagogical research/reflection and school governance, aiming to move teachers from "learn AI" to "use AI" to "create AI" and to better support differentiated instruction.
