The scheme will initially cover on-the-job employees, retirees and flexible/employed individuals. Insured persons who experience functional loss lasting six months or more due to age, illness or injury may apply for a disability-level assessment; those assessed as severely disabled can choose institutional or home care with reimbursement rates up to 75% and an annual maximum subsidy that can lower care costs by up to 21,600 yuan per year.
