On July 27 the Ministry of Emergency Management held party and administrative meetings, instructing strengthened monitoring and warnings for the aftermath of Typhoon Hongxia and intensified measures to prevent casualties from localized extreme heavy rainfall. It ordered reinforced flood-control work during the key July–early August period, requiring local authorities to pre-position personnel, supplies and equipment in high-risk areas for rapid response and effective incident handling. The ministry said it will conduct central safety-production assessments in Q3, using both announced and unannounced inspections, and urged local governments and relevant departments to strictly fulfill responsibilities, carry out targeted rectifications in mines, fire safety, hazardous chemicals, fireworks and industrial-commercial sectors, and strengthen risk assessment and deployment to firmly stabilize the safety-production situation.
